Because all credit is granted upon return/reporting of a wu. I counts the number of Models done and the type of model, computes the average, then immediately issues credit. No wait, therefor, no pending.

what if the PC is like over clocked to the max. and creates "erroneous" results?

It's very easy for the project to tell if a result is legitimate, so there's no reason for a quorum.
